Work Plan of UNDP Project

1. Increase capacity to develop clan energy action plan for the pilot cities

1.1 Assessment report of present energy use, in relation with the economic development and air pollution control, completed and presented.
Completion time: Month 8

1) Establish the PMO, Recruit and field the CTA and the National Technical Advisor
2) Select consultants required for respective outputs and immediate objectives
3) Hold an inception workshop to introduce the project objectives, outputs, strategies and implementation arrangement
4) Hold training courses in data collection, processing and evaluation. The training would also introduce the basic principals of data storage, data transfer and databank design, in which, technical experts of UNDP Air Pollution Control Programme will give lectures.
5) Design of standard questionnaire to assist in data collection for the related training
6) Survey the energy supply, energy use and associated air emissions in each pilot city
7) Evaluate data to determine current energy mix and the main sources of air pollution
8) Analyze the economic, institutional and social factors, including gender issues that influence energy supply and identify barriers to the implementation of clean energy actions. Efforts will be taken to interpret national air quality standards according the international prevailing standards following China's WTO entry
9) Review existing pricing, taxation and investment policies that influence the energy mix and air pollution.
10) Prepare the energy and air pollution assessment reports. Draft reports from each pilot city will be submitted to the Central Advisory Committee for revise and after any necessary amendment based on the recommendation of the committee, the reports will be finalized.
11) Hold a workshop for presentation and endorsement of the energy and air pollution assessment reports. Participants would include officials and expert from the pilot cities central government and the central advisory committee.

1.2 Central and local databanks of information from the clean energy actions established and updated
Completion time: Month 39

1) Determine the databank content on scope
2) Determine the subcontract to design the data framework and structure of databanks and for establishment of the databanks
3) Maintain and update databanks.

1.3 Increased capacity of the cities to prepare clean energy action plan
Completion time: Month 15

1) Assess training needs of respective agencies for clean energy planning
2) Provide guidance in CEA plan preparation
3) Hold training courses in the formulation and application of policy and market-based instruments to promote the used of clean energy sources and technologies
4) Hold training courses in selection and application the most appropriate clean energy technologies to improve the energy structure and meet future air pollution requirements. This would include methods of assessing technologies, cost-benefit analysis, etc.
5) Hold international study tours of best practice in implementation of clean energy technologies and policy support. Three study tours are anticipated.
6) Hold domestic study tours to the cities where UNDP or other donors supported projects on air pollution control
7) Prepare reports of study tour findings and disseminate them through the website.

1.4 Clean energy action plans for the pilot city completed and endorsed
Completion time Month 12

1) Hold training courses on clean energy action planning for pilot cities
2) Develop and prepare the clean energy plan. This will take into account practical goals and environmental, economic and social factors in each pilot city. This will also identify strategic actions for the improved energy structure, the potential benefits of improved air quality, economic and social development. A national agency will be subcontracted to provide direct support to the preparation of he plans under the government cost-sharing.
3) Integrate the appropriate policies and market-based instruments into the clean energy action plans. Policies to mainstream gender issues will be considered.
4) Subcontract an agency to assist in formulation of supporting policies and MBIs.
5) Submit the draft clean energy action plans for review by the Central Advisory Committee (CAC)
6) Based on the CAC recommendations, make amendments as appropriate.
7) Hold a workshop to present, discuss and endorse the clean energy action plans.

2 Clean energy demonstration projects in the pilot city selected, implemented and evaluated

2.1 Strategic clean energy demonstration projects implemented in each pilot city
Completion time: Month 36

1) Hold training courses in the design, management, monitoring and evaluation of the clean energy demonstration projects.
2) Select one strategic demonstration project for implementation from each pilot city. Projects may range from promotion of clean energy sources or clean energy technologies for industrial and commercial use, implementation and application of related MBIs or policy measures in the cities
3) Provide direct services in the form of technical advice, training and equipment under the government cost-sharing to the pilot cities for the demonstration projects. The services will be subcontracted to a few national technical institutions or business companies.
4) Plan, implement and continuously monitor the demonstration project.
5) Provide all necessary information required for project evaluation. This will be done through quarterly reporting from the municipal leading groups to the Central Advisory Committee (CAC). The quarterly reports will also identify any particular problems encountered during implementation of the project and will allow the CAC to provide advice and guidance.

2.2 Mid-term review conducted of the demonstration projects and the review reports prepared.
Completion time: Month 24

1) Based on continuous project monitoring and quarterly reporting, carry out a mid-term review of all demonstration projects, and identify three or four key demonstration projects to be selected for detailed evaluation.
2) Hold a mid-term project review workshop to assess progress and achievements of all demonstration projects and confirm selection of the projects for detailed evaluation.
3) Document the mid-term review of the demonstration projects.

2.3 Detailed evaluation completed of 3-4 demonstration projects and the evaluation reports prepared
Completion time: Month 36

1) Carry out rigorous monitoring of the key clean energy demonstration projects selected for detailed evaluation.
2) Carry out a detailed evaluation of data supplied and prepare draft evaluation reports of the selected demonstration projects. The evaluation should cover gender issue if the clean energy actions concern to the household.
3) In parallel with detailed monitoring of the projects selected, continue with less intensive and less detailed monitoring of the other demonstration projects and prepare a summary report on their performance.
4) Hold a full-term project review workshop to discuss the evaluation reports of the selected demonstration projects. Also briefly review the performance and achievements of the demonstration projects. Also briefly review the performance and achievements of the demonstration projects not selected for detailed evaluation.
5) Based on the recommendation from the workshop, finalize the evaluation reports.

3 Methodologies of clean energy planning and MBIs formulation disseminated and project results publicized.

3.1 Guidelines of the methodologies for clean energy action planning and for MBIs formulation prepared and publicized for future application
Completion time: Month 40

1) Prepare guidelines for analysis of present energy and air pollution situation
2) Prepare guidelines for planning of the clean energy projects
3) Prepare guidelines for evaluation of clean energy technologies
4) Prepare guidelines for development of the clean energy action plan
5) Prepare guidelines for formulation and application of supporting policies and market-based instruments (MBIs)

3.2 Results of the demonstration projects disseminated
Completion time: Month 42

1) Hold training seminars on the promotion of the Clean Energy Action and its achievements. Disseminate the guidelines to other cites at the seminar.
2) Hold targeted seminars to present and discuss the results of the demonstration project to raise awareness of the Clean Energy Action, its aims and its achievements in other cities throughout china. MBIs application, Gender issue, China's WTO entry will be considered for the topics of the seminars; and the interaction of central and local staff will be ensured in selection of the participants.
3) Prepare and disseminate Case Study Brochures that summarizing the achievements of the demonstration projects. The difficulties encountered, and the lessons learned. The studies will also include an analysis of the policy measures that could be applied to promote their wider uptake. A central stock holding of the case study brochures will also be held.

3.3 a web site of clean energy action established
Completion time: Month 42

1) determine the website content
2) design the layout of the website
3) establish, maintain and update website
4) formulate plan to sustain the website after the project completion and confirm relevant arrangements.
