Background of Clean Energy Action
In order
to solve the growing problem of serious air pollution in China's
cities, Deputy Premier Mr. Li Lanqing of the Chinese State Council
has proposed that a number of Chinese ministries, led by the Ministry
of Science and Technology(MOST) should implement a national "Clean
Air Programme". Through the Air Cleaning Programme, it is anticipated
that the air quality of the selected pilot cities could be improved
significantly within 3-5 years. This programme contains two main
actions:
a. The Clean Vehicle Action
(CVA) - to reduce and control the emissions from vehicles.
b. The Clean Energy Action (CEA)- to reduce and control the emissions
for coal utilization.
The CVA
focuses on the use of liquefied petroleum gas (LPG) and compressed
natural gas (CNG) in vehicles, the use of vehicle emission control
systems and the adoption of vehicles powered by electricity.
The CEA focuses on improving the energy structure in each city and
the increased use of clean energy technologies and, in particular
promote the use of washed or high-quality coal and renewable energy
sources.
